OFW Guide: Marriage Certificate Authentication DIY in Less Than 45 Days

For an Overseas Filipino Worker (OFW) living in Dubai, United Arab Emirates, processing important documents from the Philippines can feel overwhelming, especially when you’re trying to do everything on a budget.

When my husband and I needed an authenticated copy of our Marriage Certificate for use in the UAE, we initially thought we would have to spend a considerable amount of money hiring an agency or courier service to complete the entire process for us.

Instead, we decided to try doing it ourselves.

And surprisingly, we were able to complete the process in less than 45 days, from requesting our Marriage Certificate from the Philippine Statistics Authority (PSA) to receiving the document with the final UAE Ministry of Foreign Affairs (MoFA) attestation.

This article documents our experience in 2022 and the steps we personally followed. Procedures, fees, websites, courier arrangements, and processing times may change, so please verify the latest requirements with the DFA, UAE Embassy in Manila, and UAE MoFA before starting your own application.


What Does Document Authentication Mean?

Document authentication is the process of verifying the authenticity of a public document so that it can be recognized and used in another country.

An Apostille certifies the origin of a public document by confirming the authenticity of the signature or seal and the capacity in which the person who signed the document acted.

The Philippines began implementing the Apostille Convention in 2019. Current DFA guidance also distinguishes between Apostilles for countries covered by the Apostille Convention and physical Certificates of Authentication for documents intended for non-contracting countries.

For our particular case, the Philippine document needed the appropriate DFA authentication/Apostille step and then UAE-side authentication before we could use it for official purposes in the UAE.


Why Did We Need an Authenticated Marriage Certificate?

At the time, my husband and I were living and working in Dubai, and we were also expecting our first baby.

Because we were preparing documents for our growing family, we needed to provide official documents such as our authenticated Marriage Certificate, passports, and other supporting paperwork.

Since we were living in Dubai while the original document was in the Philippines, we had to coordinate the entire process remotely.

Fortunately, we had family members who could help us.

And this is how we did it.


Step 1: Secure Our Marriage Certificate From the PSA

Our first step was to obtain an official copy of our Marriage Certificate from the Philippine Statistics Authority (PSA).

At the time, requesting PSA certificates online was already a convenient option. The basic process involved:

  1. Completing the online application.
  2. Choosing the requested certificate.
  3. Paying through the available payment channel.
  4. Waiting for delivery.

We requested our Marriage Certificate online, and my mother received it in the Philippines after several working days.

She was our authorized recipient, so we prepared an authorization letter in case the courier requested proof that she was allowed to receive the document on our behalf.

Fortunately, the courier did not ask for it in our particular case.

After receiving the PSA Marriage Certificate, we proceeded to the next step:

DFA authentication/Apostille.


Step 2: Secure a DFA Authentication/Apostille Appointment

At the time, our next challenge was booking a DFA appointment.

We initially tried to book an appointment in February 2022, but available slots were extremely difficult to find.

We repeatedly checked the appointment system, but there were no convenient slots available.

Because I was already around six months pregnant at the time and we needed the document for our upcoming delivery and other official requirements in Dubai, we decided to request an urgent appointment.

We emailed several DFA contacts that we had found while researching the process.

The email addresses we contacted in 2022 included:

Important: These were the contacts we used in 2022. I would not recommend simply copying these addresses today. Always check the current official DFA authentication channels before sending personal documents or requesting an appointment.

After almost a week, we finally received a response.

The DFA asked us to provide additional information explaining why our request should be considered urgent.


Step 3: Provide Proof of Urgency

For our request, we explained that I was already pregnant and that we were preparing to give birth in Dubai.

We attached my medical reports as proof of pregnancy and explained why the authenticated Marriage Certificate was needed urgently.

Thankfully, our request was accepted.

We received a confirmed DFA appointment through email.

Our Confirmed Appointment

Since my husband and I were both in Dubai, obviously we couldn’t personally appear at the DFA office.

So we asked my mother-in-law to act as our authorized representative.


Step 4: Prepare the Documents for the DFA

For our 2022 appointment, our representative brought the following:

  1. Confirmed DFA appointment letter
  2. Authorization letter from the document owner
  3. Copy of the document owner’s valid ID
  4. Representative’s valid ID
  5. Medical report or other proof supporting the urgent request

The exact requirements can vary depending on the service and situation, so make sure to check the latest DFA requirements before sending your representative.


Where Did We Process the DFA Authentication?

The DFA’s Authentication Division is based at the Office of Consular Affairs, with authentication services also available through designated consular offices.

For our application, our representative went to the DFA consular office at SM Megamall in Mandaluyong City, which was the location indicated in our confirmed appointment instructions.

The important thing is to follow the location stated in your confirmed appointment rather than simply assuming that any DFA office will accept your documents.


Step 5: Claim the DFA-Authenticated Document

After the document was submitted and the applicable fee was paid, our representative was given a release date.

In our case, the waiting period was approximately three working days.

On the scheduled release date, our authorized representative brought the required identification documents and the official receipt to claim the authenticated document.

And finally, we had the DFA-authenticated document in our hands.

But we weren’t finished yet.

We still needed the UAE Embassy attestation in Manila.


Step 6: Submit the Document for UAE Embassy Attestation in Manila

After receiving the DFA-authenticated document, our next step was to have it authenticated by the UAE Embassy in Manila.

In our 2022 experience, the UAE Embassy had a service arrangement that made submission relatively convenient.

At that time, we were given options involving embassy fees and delivery arrangements.

For our particular application, we chose to have the document delivered to my mother-in-law’s address in Metro Manila.

The fee information in our original article was based on 2021–2022 rates, so I would not recommend using those amounts as current pricing.

The UAE Embassy in Manila’s current guidance states that attestation services are now handled through its online process, and the Embassy specifically states that documents submitted for authentication must bear the DFA Apostille.


How Our Document Was Structured

Our completed document consisted of the following pages:

DFA Authentication/Apostille

Page 1 – Back:
UAE Embassy authentication/stamp

Page 2:
PSA Marriage Certificate

This was how our document looked after the Philippine-side processing in 2022.


Step 7: Ship the Document From Manila to Dubai

After receiving the UAE Embassy-attested document, we still needed to get the original document from the Philippines to Dubai.

There are many courier companies that can ship important documents internationally, although prices vary depending on the provider, destination, package, and delivery speed.

For our particular situation, we were fortunate enough to use a Filipino community contact in Dubai who operated a pasabuy service called Taga-South Pasabay.

I asked for assistance in sending our authenticated Marriage Certificate from Manila to Dubai.

The document arrived in Dubai in approximately one week.

Instead of paying the international delivery option we had previously been quoted, we paid less than PHP 500 through this arrangement.

For us, it was considerably cheaper and convenient.


Step 8: Complete the UAE Ministry of Foreign Affairs Attestation

When we finally received the document in Dubai, we had one final step left:

UAE Ministry of Foreign Affairs (MoFA) attestation.

MoFA attestation is the UAE-side verification of the document’s official seal and signature.

Today, the UAE MoFA’s official process covers documents issued outside the UAE and directs applicants to apply through its official channels, with the appropriate route determined according to the document and service.

Marriage certificates are included among the personal-status documents that the UAE MoFA can attest.


How We Did the MoFA Attestation in Dubai

At the time of our application, we followed these general steps:

  1. Registered through the UAE MoFA online portal.
  2. Selected the document-attestation service.
  3. Entered the required document information.
  4. Reviewed the application.
  5. Paid the applicable fee.
  6. Arranged courier collection.
  7. Waited for the attested document to be returned.

Our application was submitted online on a Tuesday.

The courier collected our document, and we received notification that processing had been completed shortly afterward.

We received the final stamped document within approximately one week.

It was finally done!

From our initial urgent DFA request to receiving the final document, the process took less than 45 days.

For a process that initially seemed extremely complicated, we were very happy with the result.

These amounts are historical figures from 2022 and should not be used as current pricing.

Today’s UAE MoFA fees and courier charges are different. For example, the current UAE MoFA information lists AED 150 per personal-status document, with courier charges depending on the selected service.


Was Doing It DIY Worth It?

For us?

Absolutely.

Doing everything ourselves took time, patience, emails, appointment hunting, coordination with family, courier arrangements, and plenty of follow-ups.

But it also saved us money.

The biggest advantage was knowing exactly where our document was at every stage.

We knew when the PSA certificate was requested.

We knew when the DFA appointment was confirmed.

We knew when our representative submitted the document.

We knew when the UAE Embassy received it.

We knew when it was shipped to Dubai.

And finally, we knew when the UAE MoFA completed the final attestation.

There was definitely some stress involved, but the savings made it worthwhile for us.


A Very Important Reminder for OFWs

Because this article documents a process we completed in 2022, please don’t treat every website, email address, fee, office location, turnaround time, or procedure described above as current.

The authentication and attestation system has changed since then.

For example, the UAE Embassy in Manila announced in 2024 that its attestation services became online only, and its current FAQ says documents must bear the DFA Apostille before UAE Embassy authentication.

Likewise, UAE MoFA now provides an online attestation service and determines the appropriate processing route based on the document and issuing authority.

So before starting the process, always verify the latest information directly with:

The Takeaway

Processing official documents as an OFW can definitely be frustrating.

You’re in another country.

Your original documents are back home.

You may need family members to act on your behalf.

You have to coordinate appointments, payments, couriers, government offices, and deadlines—all while working and managing your own family responsibilities.

But our experience taught us that DIY doesn’t necessarily mean impossible.

With proper preparation, patience, and reliable information, you can sometimes complete the process yourself and save a considerable amount of money.

For us, the process took less than 45 days and cost approximately PHP 6,480 in 2022.

And the feeling of finally receiving that fully authenticated Marriage Certificate in Dubai?

Priceless. 😊

If you’re an OFW currently trying to authenticate documents for use in the UAE, my biggest advice is to start early, keep copies of everything, coordinate closely with your authorized representative, and most importantly, verify the latest official requirements before paying or submitting anything.

Looking back, this was more than just a government-document process for us.

It was another reminder of what life as an OFW can be like.

Sometimes, even something as simple as getting a Marriage Certificate authenticated becomes a long-distance project involving family members, government offices, emails, couriers, and plenty of patience.

But we did it.

Step by step.

One document at a time.

And perhaps that’s the best lesson from this experience:

Don’t let a complicated process intimidate you before you’ve even started.

Research.

Prepare.

Ask questions.

Follow the official requirements.

And take it one step at a time.

There may be moments when you’ll think, “Why is this so complicated?” 😂

Trust me, we thought the same thing.

But when that final document arrives, all the emails, appointments, waiting, and follow-ups suddenly become worth it.

For fellow OFWs, I hope our experience gives you a starting point—but please remember that government procedures change, and your own application may be different from ours.

Always check the latest official requirements before beginning.
